Town Board Meeting Minutes
September 4, 2018
I. Meeting called to order by Chair Jerry Olson at 7:00 pm.
II. Roll Call: Dave Nelson, Alex Williams, Mae Wolfe, Jerry Olson, Axel Bogdan, Treasurer Brenda LaValley and Clerk Nicky Thompson.
III. Pledge of Allegiance

V. Clerk's Report: Was given and put on file for public record.
VI. Approve Minutes: Motion to approve Minutes from the August 7, 2018 Town Board Meeting, as corrected, DN/AW, all in favor.
VII. Treasurer's Report: Was given and put on file for public record.
VIII. Public Comments: Bob Stolp, Ponderosa Road noticed extra fencing, etc by the storage unit. It is extra from the ball field assembly at the Town Hall. The Board approved if Stolp wanted to take the fencing, etc. Stolp also told of some furniture that had been dumped in the ditch, by the Hinz property, on Ponderosa Road. Dave Nelson announced the Kinnickinnic Church will be celebrating its 150th Anniversary September 15-16, 2018.
IX. NEW BUSINESS
a. Recommendation from the Plan Commission: Certified Survey Map for Rose Yunker Trust c/o Lynn Sommers, 1197 Rifle Range Road, create 1 new lot: Surveryor, Larry Murphy is present to present and answer questions. Visibility for driveway and building site are both great. Motion to approve recommending the Rose Yunker Trust CSM to the County, DN/AW, all in favor.
b. Recommendation from the Plan Commission: Certified Survey Map for Tri-Land LLC, County Road JJ and Rifle Range Road, create 4 new lots: Surveryor, Larry Murphy is present to present and answer questions. Visibility for driveway and building site are both great. Motion to approve recommending both Tri-Land LLC CSMs (County Road JJ and Riffle Range Road) to the County, DN/AW, all in favor.
c. Recommendation from the Plan Commission: Certified Survey Map for Paul and Leann Hanson, 26 Saddle Club Road, create 1 new lot: Surveryor, Larry Murphy is present to present and answer questions. Nelson is familiar with the property, he has farmed it, he is concerned with the driveway slope. He said the driveway is likely to wash and has a slope greater than 12.5%. After a discussion it was decided that the CSM would go back to the Plan Commission to review again with the new information. Larry Murphy was asked to bring elevation data and the potential driveway route to the Plan Commission Meeting on September 19, 2018. Nelson was asked to also attend the Plan Commission Meeting on September 19th to pass on his information relating to this CSM.
d. Permit fee refund, 387 Liberty Road: David Galetka, 387 Liberty Road, applied and paid for permit fees for a new home in July 2018. Since then he has to stop progress due to projected high costs. Galetka is requesting part of his permit fees to be refunded. The Town Board agreed the Road Bond of $500, paid in July, be refunded. Brian Wert, who issued the permits, will be consulted on how much can be refunded from the permits, plan review and administrative fees. An addendum may have to be added to the Fee Schedule for future guidance in similar cases.
e. Appoint Election Inspector, Mae Wolfe: Legislation changed, Board members can now work elections, as long as their name is not on the ballot. Motion to approve Mae Wolfe as en Election Official for the term 2018-19, AB/DN, all in favor.
f. Budget Meeting, expectations: Budget Meeting is posted for September 13, 2018 at 7:00pm at the Kinnickinnic Town Hall. Bogdan will not be able to attend. Clerk and Treasurer preparing worksheet, Clerk will email to the Town Board before the meeting.
g. Chapman Drive driveway: Wolfe has been asked to request the River Falls Fire Dept to communicate their concerns to the property owner.
h. Road Project expenditures: $170,000 was approved last month to begin work on Crack Sealing and Seal Coating on Town roads and the Town Hall parking lot. Markings in the Town Hall lot will be delayed until spring. Motion to accept the bid with Scott Construction Inc. for $170,000 in 2018 and total bid for $375,000 in 2018-2019 with a 10% contingency, DN/AB, all in favor.
i. Sheriff's Department: Bogdan spoke with the Sheriff he agreed to attend himself or send a Deputy to the October Town Board Meeting.
j. Building Inspector: Several letters have been sent to the Building Inspector, with little or no reply regarding issues with permits in the Town. An updated Building Inspector Contract needs to be created. Nelson will call some inspectors, Town needs an inspector to issue building and driveway permits and conduct inspections.

i. Landscaping: October agenda, figure out what to do and when.
I. OLD BUSINESS
a. Update of Plan Commission: Buddy Lucero with the City of River Falls has a rough date for the joint public hearing for the CBA for the City of River Falls and Town of Kinnickinnic for October 30th at the River Falls Public Library. There was discussion about the Library being a neutral location.
b. Update of the Road Committee: Discussed under IX(h).
c. St Croix County Comprehensive Zoning Ordinance: None
X. Pay Bills: Motion to pay the bills as presented with amounts for RCU and Brian Wert added and new check #12509 written, AB/AW, all in favor.
XI. Chair Announcements: Budget Meeting, September 13th at 7:00pm. Next Town Board Meeting is Tuesday, October 2nd at 7:00pm.
XII. Adjourn: Motion to adjourn at 9:18pm, MW/AB, all in favor.
