Town Board Meeting Minutes

March 6, 2018

 

       I.          Meeting called to order by Chair Jerry Olson at 7:00 pm.

     II.          Roll Call: Dave Nelson,  Mae Wolfe, Jerry Olson, Axel Bogdan, Treasurer Brenda LaValley and Clerk Nicky Thompson.

    III.          Pledge of Allegiance

    IV.          Statement of Public Notice:  Was given and put on file for public record.

      V.          Clerk's Report: Next month's meeting is delayed a week due to the Spring Election on April 3, 2018.

    VI.          Approve MinutesMotion to approve Minutes from the February 6, 2018 Town Board Meeting as amended, DN/AB, all in favor.

   VII.          Treasurer's Report:  Was given and put on file for public record.

  VIII.          Public Comments: Nelson left the Board table and sat as a resident.   Nelson asked that it be requested that hats be removed at meetings during the Pledge of Allegiance.  Nelson also shared he has dogs running at large on is property, he has talked to the neighbors/dog owners.  LaValley asked that Nelson  get her the names and she can confirm a dog license has been issued.  The dogs can be reported to the County to enforce per the Dogs Ordinance, Chapter 53, Section 4.  Nelson asked that Dog Ordinances be added to the April Town Board Meeting Agenda.

     IX.          New Business

a.      Zeitz/Sollom Certified Survey Map, 482 South Skyline Drive, recommended by the Plan Commission:  Nelson removed himself from discussion as he is a adjoining land owner. Dan Kugel was present to give an overview of the plan and answer questions.  Bogdan commented that the Certified Survey Map was well presented to the Plan Commission, questions were answered and no issues were seen.  A motion was made to recommend the Certified Survey Map to the County for approval, AB/MW, all in favor, DN abstained.

b.      Annual Meeting:  April 17, 2018 at 7pm with Open House 6-7pm.  Olson will have an outline of items, electors can bring up any Town related topics for discussion.  Final details will be discussed at the April Town Board Meeting.

c.      Bremer Bank: Olson and LaValley were not able to meet with Bremer Bank in February, they will try again before the April Town Board Meeting.  LaValley commented banking out of town will be difficult, especially during tax season.  Olson and Wolfe suggested there are services that could make out of town banking an option.  Bogdan asked what the problem is the Town trying to solve by switching banks.  LaValley has not had any problems with the current banking arrangement, LaValley stated both banks are always helpful and friendly.  Bremer Bank will be added to the April Town Board Meeting Agenda.

d.      Cemetery Report:  The Cemetery Report received and reviewed by the Town Board.  In the future the Board would like 2-3 years of reports to compare.  A motion was made to approve paying the Kinnickinnic Cemetery $3000, AB/DN, all in favor.

e.      The Current: Olson commented The Current is wonderful, having it online as people want to read it and printing periodically for people to pick up is great. Olson commended Tom Andersen, Dave Nelson, Sydney, Gail and others who have helped with The Current, "job well done!"  Olson stated that Andersen has offered to continue his work with The Current after he is off the Board.

f.       Ordinance/Resolution Review: Nothing at this time.

g.      Building Maintenance: Nothing at this time.

      X.          Old Business

a.      Update of Plan Commission

                                                     i.     CBA:  The CBA Negotiating Team met with Attorney Loberg three times.  The meetings were both productive and effective.  Loberg's comments will be worked into the CBA and sent to the City for review.

b.      Update of the Road Committee:  The next Road Committee Meeting is March 21st at 1pm at the Town Hall.  An expert from UW Madison will attend and share ideas to control noxious weeds/wild parsnip in the Town of Kinnickinnic.  All residents are invited to attend.

                                                     i.     Liberty Road: The State required certification that all the work is complete before reimbursing the Town for the Liberty Road Project.  There is some work left to be completed this spring.  The Road Committee recommended waiting until all work is complete (expected by June), then certify and SEH will submit to the State.

    XI.          Pay Bills: Motion to purchase the Board of Review 2018 DVD and training material on the Clerk's credit card, MW/AB, all in favor. Clerk will check with Kathi Pelnar, why 6 month retainer billed at $400, up from $300 on current contract, check #12340.  Motion to pay the bills, MW/AB, all in favor.

  XII.          Chair Announcements: Next Town Board Meeting is Tuesday, April 10th at 7:00pm.

 XIII.          Adjourn:  Motion to adjourn regular meeting at 8:06pm and move into closed session to discuss Clerk and Treasurer salaries,  MW/AB, all in favor.

 XIV.          Reconvene in open session at 8:44pm.  Olson stated that LaValley and Thompson are both doing a fantastic job.  A motion was made to approve the decision made in closed session to increase LaValley and Thompson's monthly salaries, effective April 1, 2018, MW/DN, all in favor.

  XV.          Adjourn:  Motion to adjourn 8:46pm, MW/DN, all in favor.
