Town Board Meeting Minutes

April 10, 2018

 

       I.          Meeting called to order by Chair Jerry Olson at 7:00 pm.

     II.          Roll Call: Dave Nelson,  Tom Andersen, Mae Wolfe, Jerry Olson, Axel Bogdan, Treasurer Brenda LaValley and Clerk Nicky Thompson.

    III.          Pledge of Allegiance

    IV.          Statement of Public Notice:  Was given and put on file for public record.

      V.          Clerk's Report: Mary Murphy has received the 2020 Census packet, she has 120 days to complete and send back.  Clerk has District Meeting April 20th 9am-3pm in New Richmond.  WTA magazine, electronic, Board members, yes/no.  Kinnickinnic Cemetery looking for volunteers to clean flower beds before Memorial Day Service.

    VI.          Approve MinutesMotion to approve Minutes from the March 6, 2018 Town Board Meeting, MW/DN, all in favor, TA abstains.  

   VII.          Treasurer's Report:  Was given and put on file for public record.  LaValley suggested paying down on the Bremer Bank loan so the interest paid per day goes down.  LaValley will apply $200,000 of remaining loan balance towards principal/interest.

  VIII.          Public Comments: Candace Bettendorf announced lifelong Town of Kinnickinnic resident Tom Lowe passed away.  Condolences to the Lowe family.

     IX.          New Business:

a.      Wachtler Certified Survey Map, recommended from the Plan Commission: Larry Murphy was present.  No questions/comments.  Motion to recommend to the County to approve, TA/AB, all in favor.

b.      St Croix County Sheriff, Town questions and concerns:  Olson called, no connection was made.  Olson will continue reaching out to the St Croix County Sheriff.

c.      Jim Korson, Acts2Fellowship possibly renting the Town Hall for worship:  The group was told since they have no church members who are residents in the Town of Kinnickinnic they could not rent the Town Hall at this time.  Bogdan mentioned, if they had a resident as a member, he would still have questions regarding this group renting the Town Hall.

d.      Dog Ordinance Town/County/State and Animal Warden:  Nelson stepped away from the Board table and sat as a resident.  Nelson continues to have dogs running at large on his property, harassing/injuring/killing his livestock.  LaValley reminded Nelson that the dog license moneies collected are for cases where dogs have caused damage/injury/death, to record and submit.  Nelson said he has talked to neighbors/dog owners and County with no resolution.  The Board suggested that Nelson take pictures and thoroughly document all incidents and communications. Two residents present agreed they have dogs running at large on their property as well.  Bogdan suggested, since we have 3 residents with this problem, the Town Board should write a letter to the County asking for assistance dealing with this issue in our township.  Olson, LaValley and Thompson will draft and send a letter to the County.

e.      Bremer Bank: LaValley spoke to Bremer Bank about rates and services.  They offer a letter of credit to insure bank balances.  A scanner can be used to scan and automatically deposit checks.  Current rates are comparable to those of the Town's current banks.  LaValley usually has to go to bank a few times during tax season, Bremer is 20 miles away.  She prefers to stay local.  More research on rates will be done and will revisit before the Annual Meeting in 2019.

f.       Open Book and Board of Review set dates and times: Olson, Wolfe and Williams will sit on the Board of Review, preferred dates are May 15th and May 17th, 5-7pm.  Clerk will contact Ron Meyer, Assessor and coordinate dates.

g.      Board of Review certification: Training materials have arrived.  recommended that all current Board members get certified. Board members can check out the materials: 1.Olson 2. Wolfe 3. Williams 4. Bogdan.

h.      Building Maintenance: One of the vents blew off the Town Hall during gusty winds 4/5/18.  Roofing company has a 1 week plus wait for service.  Clerk's family and Andersen will work on getting it back on before it is predicted to rain.  Lindus is scheduled to come 4/12/18 to review roof/vents.  Board to make a list of possible repairman Town can have in the future for emergency odd jobs around the Town Hall.

      X.          Old Business:

a.      Annual Meeting, requirements, finalize prep and set agenda:  Board will bring baked goods for the Social Hour before the Annual Meeting.  Nelson will purchase milk and water.  There is coffee, creamer, cups, plates at the Town Hall.

b.      Update of Plan Commission

                                                     i.     CBA: Loberg wrote a letter to the Town will suggestions, changes, etc.  His letter was reviewed by the Plan Commission and  paraphrased before sending to the City.  The City has the letter, said it looks ok, will have their attorney review it.

c.       Update of the Road Committee: March Road Committee Meeting consisted of one agenda item: Wild Parsnip Control.  An expert on Weed Control from the UW-Extension in Madison presented.  Many residents as well as representatives from the County were in attendance.  Olson explained a 3 part response to the Wild Parsnip in the Town 1. Town's response 2 County's response 3 Citizen's response.  The Town and County will try to coordinate their response.  The citizens are ok with the Town and County moving forward while they develop their plan.  Options for residents who want to tend to their own Wild Parsnip was requested to be added to the May Agenda.

                                                     i.     Liberty Road:  Once the snow melts the final projects will be completed, 1. ditch gravel 2. guardrails.  Once completed, Olson will certify and SEH will submit Liberty Road expenses to the State for reimbursement.

    XI.          Pay Bills: Motion Motion to pay the bills, MW/TA, all in favor.

  XII.          Chair Announcements: Annual Meeting is Tuesday, April 17th 6pm Social Hour, 7pm Meeting. Next Town Board Meeting is Tuesday, May 1st at 7:00pm. Review the County's Comprehensive Zoning Ordinance Update and attend the Plan Commission.  Input from Towns is due by May 1st.

 XIII.          Adjourn:  Motion to adjourn at 9:05pm, MW/TA, all in favor.
