Town Board Meeting Minutes
March 7, 2017
I. Meeting called to order by Chair Jerry Olson at 7:00 pm.
II. Roll Call: Dave Nelson, Tom Andersen, Mae Wolfe, Jerry Olson, Axel Bogdan, Treasurer Brenda LaValley and Clerk Nicky Thompson.
III. Pledge of Allegiance.
IV. Statement of Public Notice was given and put on file for public record.
V. Clerk's report was given and put on file for public record.
a. Primary on 2/21 went well, 97 voters. Preparing for April 4th Election.
b. WMCA District Conference March 17th, registered. Would like to attend 2 day conference May 4-5.
VI. Minutes from the February 7, 2017 Town Board Meeting were approved as published, TA/MW, all in favor.
VII. Treasurer's report was given and put on file for public record.
VIII. Public Comments: Dave Nelson: Recycle Center, commercial use? Trash along fence line.
IX. NEW BUSINESS
a. WisDOT present overview of proposed highway improvement on IH 94 over 130th Street and over Kinnickinnic River, bridge replacements. Karl Kopacz and Adam Sarauer presented about bridges over 130th Street and Kinnickinnic River. Construction will begin Spring 2019 and end Fall 2020. Cost $17-19 million. 130th will stay open to traffic, any necessary closes will take place overnight.
b. Bremer Bank process for bonding for Liberty Road project (no obligation has been incurred). No representatives from Bremer Bank present.
c. St Croix County Highway Dept Deer Removal. Nelson is concerned $55 is too good to be true. Bogdan suggests trying for a year at $55. What is the alternative? Motion to approve deer removal service with the St Croix County Highway Department for $55 per year and monitor how it is going. AB/MW, all in favor. DN opposed. Motion passed.
d. Town government communications with residents. Goals of The Current, increase elector involvement in Town affairs, inform electors of Town business and timely topics and increase awareness of what the Town of Kinnickinnic has to offer residents. Too expensive to print and send. Implement through the Town website. Possibly have a box outside for printed copies for residents to pick up. Have residents suggest article topics and possibly submit. All articles would be Board approved before publishing. Need someone to be in charge. Nelson and Andersen will compose guidelines. Item will be discussed more in April.
e. Grounds Maintenance Contract. Nelson would like bids, will discuss in August. Motion to approve and sign proposal from Schneider Lawn Care, taking the weed control off. AB/TA, all in favor. DN opposed. Motion passed.
f. Fire Bills. Motion to send a letter, drafted by attorney, with 4th bill, notifying recipient the next step is small claims if bill goes unpaid. AB/TA all in favor.
g. Plan for Annual Meeting. Open House with refreshments 6-7pm April 18, 2017. Board will make snacks/desserts.
h. BOR Certification. Talk to Ron Meyer and find out when he is available. Set open book date, Board of Review 2 days after. Wolfe is certified. After May 14th.
i. Host St Croix County Unit of the WTA meeting, April 27th 6:30pm. Motion to approve hosting the WTA Meeting April 27, 2017 at the Kinnickinnic Town Hall. TA/AB, all in favor. Motion to authorize Axel Bogdan up to $200 to purchase refreshments for the WTA Meeting April 27, 2017. TA/AB, all in favor.
j. Office Furniture
i. Old Furniture disposal. Motion to approve disposed of old office chairs in Town dumpster over 2-3 months, until gone and pay $100 to RCD to pick up old office furniture. AB/DN, all in favor.
ii. Plan for assembly of furniture. Clerk will call Andersen and Bogdan to assemble desk when it arrives.
k. Building Maintenance. Motion to go with bid from Superior Carpet Cleaning for stripping and waxing Hall floors for $462. DN/TA, all in favor. MW opposed. Motion passed.
i. Duct cleaning, clerk will request estimates.
X. OLD BUSINESS
a. Update of Plan Commission, discussion and action.
b. Update of the Road Committee, discussion and action.
i. Liberty Road. Olson and Dave Simons meeting with land owners 3/8/17 to negotiate. Will hold a special meeting of the Town Board if necessary after 3/8/17 negotiating meeting to approve changes, draft, etc. How much has been spent on Liberty Road thus far?
XI. Pay Bills: Motion to pay bills. MW/TA, all in favor.
XII. Chair Announcements: April agenda item, Town Chair authority on spending between meetings, etc.
XIII. Adjourn 9:00pm MW/AB, all in favor.
