Town Board Meeting

November 7, 2011

        I.            Meeting called to order by Chair Roger Van Beek at 7:00 pm.

      II.            Roll Call: present was, Van Beek, Axel Bogdan, John Humphrey, Bill Gnatzig, Dave Nelson, Clerk Lola Higgins, Treasurer Brenda LaValley.

    III.            Statement of Public Notice was given and put on file for public record.

    IV.            Clerk’s report was given and put on file for public record.  Minutes from the 9-29-2011 Budget meeting were approved, BG/DN all in favor.  Minutes from the 10-4-2011 Town Board meeting were corrected and approved, DN/AB all in favor.

      V.            Treasurer’s report was given and put on file for public record.

    VI.            Public Comments: none

  VII.            New Business

a.        Fees for utility permits, discussion and action, Ed Flanum presenting.  This item was tabled until December as Mr. Flanum was not available for the meeting.

b.      Special Registration Deputies, discussion and action.  Clerk Higgins explained to the Board that the Government Accountability Board is implementing a program for an employee of the Public Schools to be available and trained to register students to vote.  The training will be at City Hall in River Falls and Kinnickinnic will need one representative from St Croix Central School as well as River Falls.  Clerk Higgins said she will also have two extra poll workers from Kinnickinnic take the training as we will need registration deputies next year for the November Presidential Election.  Since these positions are mandatory from the State not action was taken.

c.       New Maps regarding the redistricting, discussion and action.  Clerk Higgins explained that next year some of the elections will involve Ward and District voting and electors will have to determine what Ward and District they are in.  We use a map that shows these boundaries from the County.  A motion was made to purchase one new map from the county with the redistricting boundaries.  JH/BG

d.      Adopt the 2012 budget, discussion and action.  A motion was made to adopt the 2012 budget as presented, RVB/JH all in favor.

e.      Reduce fee on “Good Intent” call for car fire on I-94, discussion and action. A motion was made to pursue the Good Intent bill at the next Rural Fire Assn meeting in January 2012.  RVB/JH all in favor.

VIII.            Old Business

a.       Loberg’s letter regarding bills to be collected by the town, discussion and action.  Dave Nelson stated he did not think it was necessary to use an attorney to collect the fire bills, his suggestion was to take the recipient to small claims court and the County will collect for the town.  After a short discussion the question was asked if the letter goes out from Loberg and the client pays what is the town responsible for and how much would the letter cost the town.  Roger Van Beek said he would talk with Bob Loberg and get clarification on this matter; this will be an agenda item when the question is answered. 

b.      Road Committee update, discussion and action.  The next Road Committee meeting is November 16, the committee will be reviewing the road review from a few weeks ago. 

c.       Land Use Committee update, discussion and action.  The LUC and Road Committee met the end of September and discussed what language went on the Subdivision Ordinance and what should be in the Road and Driveway Ordinance.  The LUC will also be reviewing comments from the County on the Subdivision Ordinance.

d.      Rural Fire Association update, the next meeting will be in January.  Gnatzig supplied the Board with the new By-Laws.

e.      Pay bills, RVB/AB all in favor.

f.        Chair Announcements, Road Committee meeting November 16, Plan Commission meeting November 16, December 6 will be the next Town Board meeting.

g.       Adjourn; motion was made to adjourn RVB/BG all in favor.
