Plan Commission Meeting Minutes
July 19, 2017
I. Meeting called to order by Gordon Awsumb at 7:00 pm.
II. Roll Call: Jerry Olson, Jeanne Williams, John Pietenpol, Gordon Awsumb, Axel Bogdan and Nicky Thompson, clerk.
III. Pledge of Allegiance
IV. Statement of Public Notice: Put on file for public record.
V. Approve Minutes:Motion to approve Minutes from 6/21/17, JW/JP, all in favor.
VI. Comments and suggestions from Citizens regarding the Town of Kinnickinnic: Pietenpol asked where to start process to request a variance to zoning. It was suggested he start with Alex Blackburn at St Croix County.
VII. NEW BUSINESS
a. Certified Survey Map located in the NE 1/4 of the NE 1/4 of Section 15, T28N, R18W, for Gerald Emholtz, prepared by Joseph Granberg: Plan Commission asked for a Shared Driveway Agreement to be submitted. It was established that a lot had been created in 2013, thus, according to the Subdivision Ordinance only one lot can be created until the 5 year mark is up, sometime in 2018. After discussion a motion was made to table this until 1. the exact date of the past lot is determined 2. Driveway be addressed, "Y" not in spirit of Ordinance and 3. Waterway concern be addressed/clarified with DNR, JO/JW all in favor.
b. Certified Survey Map located in the SW 1/4 of the SW 1/4 of Section 22. T28N. R18W, for David and Laura Thompson, prepared by Daniel Kugel: Plan Commission asked that the CSM be updated with the correct location of driveway. Thompson stated he had approval from the City of River Falls. Motion was made to recommend approval to the Town Board, subject to updated CSM with driveway 200ft from other driveway, JO/JW, all in favor.
c. Gloria Plunkett and Nicole Engstrom, questions regarding existing CSM located in the SE 1/4 of the NE 1/4 Section 33, T28N R18W: no one here to represent.
d. Plan Commission Member terms: New oaths will be printed and ready to sign at the August Plan Commission meeting.
VIII. OLD BUSINESS
a. Status of CBA: Pietenpol has received an email from Buddy Lucero at the City, it was forwarded on to Plan Commission members. Awsumb asked if we knew when a clean copy would be available from the City. Pietenpol is going to request a clean copy from Lucero early August, giving Plan Commission members time to read and be ready for discussion at the August 16th Plan Commission meeting. Olson offered that the Town Board wants from the Plan Commission: best draft agreement we can get from the city. Williams suggested when draft passed on the Town Board, a list of items the Plan Commission tried to get in agreement be included. Lucero suggested a meeting date of August 24th between the City of River Falls and the CBA Negotiating Team. Awsumb would like to attend as well, new date of September 7th will be requested back to Lucero.
IX. Comments and suggestions from citizens regarding agenda items: Alex Williams 1108 Cty Road M clarified definition of "parcel" from earlier discussion. George Williams 129 East Quarry Road said the Negotiating Team needs to aim to get the best possible agreement. They CBA NT needs to decide what they will insist on and what they are willing to give up, gain vs lose.
