Plan Commission Meeting Minutes
April 19, 2017
I. Meeting called to order by Gordon Awsumb at 7:00 pm.
II. Roll Call: Jerry Olson, Jeanne Williams, John Pietenpol, Greg Zwald, Gordon Awsumb, Axel Bogdan, Candace Bettendorf and Nicky Thompson, clerk.

V. Approve Minutes: Motion to approve Minutes from 3/15/17 as written, JW/GZ, all in favor, GA and CB abstained.
VI. Comments and suggestions from Citizens regarding the Town of Kinnickinnic: None
VII. NEW BUSINESS
a. George Williams proposal: George William 129 East Quarry Road, representing himself and 13 residents residing in the NW corner of the proposed Boundary Agreement. Williams proposes to have about 200 acres removed from the proposed Boundary Agreement due to the lack of developmental land. Williams voiced his proposal and the April 5, 2017 meeting between the CBA Negotiating Team and the Town of River Falls. Williams would like the Town to represent and support himself and the other residents in the case. Olson clarified that the issue was brought to the last Plan Commission Meeting under Comments and Suggestions, there was no time to take action before the April 5th Meeting. Motion to write a letter to the City of River Falls from the Plan Commission to formally propose that the residents residing in the NW corner of the proposed Boundary Agreement be excluded, JW/GZ, all in favor. Awsumb will draft a letter within the week to the City of River Falls, Pietenpol and Olson will review.
VIII. OLD BUSINESS
a. Status of CBA: Pietenpol summarized, CBA Negotiating Team met with the City of River Falls, 4/5/2017. The purpose was to continue discussions of the CBA and review updated document that Tim Scott had produced from previous meeting. City is working on cleaning CBA document. New Boundary vs Boundary. Bettendorf suggested labeling the boundaries by date/year, rather than "new". Alex Williams 1108 Cty Rd M added Section 16.10.135 will be added back in to the CBA, per last meeting. Susan Monican representing the John and Alice Hanson Trust asked what "AG A" is, at the 4/5/17 meeting notes it said "All Land should be zoned AG A (City designation). Williams said it is comparable to the Town's "exclusive Ag." It was noted that the City wanted the minimum division size to go from 35 to 40 acres, as in the AG A description. After discussion it was decided that the Town would request the 40acres changed back to 35 acres. A motion was approved to send a email to the City's CBA negotiating team, Toland, Lucero and Odeen, asking the City to amend zoning back to 35 acres, JP/GZ, all in favor. Pietenpol drafted an email to be sent to the City 4/20/17: "In regards to the change that was discussed where the zoning of all the land within the URA would be zone to the City’s AG A the parcel size would change from 35 acres to 40 acres, we are requesting that this remains at the ETZ and our previous CBA drafts size of 35 acres. This was discussed at our Planning Committee meeting on 4/19/17 and this is our request from the Committee." Another meeting with the City was not scheduled at the time of this meeting. City is working on a "clean" copy of the CBA, then plans to have the City attorney and Dept of Administration review the document. Hopefully the City and CBA Negotiating Team will meet again before the next Plan Commission Meeting. Olson will research the potential revenue loss to the township as the land is attached to the City.
