Town of Kinnickinnic
Plan Commission Meeting
June 15, 2011
I. Meeting was called to order by Chair Peter Bloch at 7:00 pm.
II. Roll Call: present was Bloch, Roger Van Beek, Jeanne Williams, Don Schone, John Humphrey, Catherine Munkittrick, Chris Rohl and Clerk Lola Higgins.
III. Statement of Public Notice was given and put on file for public record.
IV. Minutes of the May 18, 2011 Plan Commission meeting were approved, DS/RVB all in favor. John Humphrey and Chris Rohl abstained.
V. Comments and suggestions from citizens regarding the town, none.
VI. New Business
a. Committee formation for Wind Turbine Ordinance, discussion and action. Peter Bloch explained he tried all month to contact Craig Murphy and that he was out of the country most of the month and not available, it was discussed to have the moratorium go to the town board. A motion was made to table the wind turbine committee JW/DS all in favor. Roger Van Beek asked that the moratorium for Wind Turbine go on the Town Board Agenda.
b. Review Commercial and Recreational Use Designation on Comprehensive Plan, and item C also was part of the discussion.
c. Review St Croix County Land Use and development Chapter 17.17 Restricted Commercial District, and 17.18 Commercial District. Peter felt both items should be discussed together. Bloch went through the County Ordinance and pointed out each item to Commission members as to the restricted and permitted and how each area applies with Zoning or Special Exception permits. Each area was looked at and discussed. The conversation went to zoning of commercial within the town. Munkittrick felt that right now there are no areas specifically qualified except for the suggestion of the area around I-94 and the area close to the City of River Falls. Van Beek thought specific areas should be designated to they do not get split up into residential and then commercial would never be able to occupy those areas. And if there was an orange square or potential commercial zoning on some locations they would more than likely be set aside for commercial at a future date and not used up with residential. The discussion went back and forth and ideas and opinions were expressed and discussed. The conversation ended with Roger Van Beek getting currents maps of Warren, City of Roberts and City of River Falls, to compare what is commercial and industrial in those areas right outside the boundary lines of Kinnickinnic and proceed with that information.
