Plan Commission Meeting Minutes
May 16, 2018
I. Meeting called to order by Gordon Awsumb at 7:00 pm.
II. Roll Call: Jerry Olson, Jeanne Williams, John Pietenpol, Greg Zwald, Gordon Awsumb, Axel Bogdan, Candace Bettendorf and Nicky Thompson

IV. Statement of Public Notice: Put on file for public record.
V. Approve Minutes:Motion to approve Minutes from 4/18/18 as written, GZ/JW, all in favor.
VI. Comments and suggestions from Citizens regarding the Town of Kinnickinnic: Peter Bloch requested to participate during CBA discussion.
VII. New Business
a. Concept Review for Terri Steinmetz, 1042 County Road M, create 2 lots from exiting 14 acre lot, within the ETZ: Jerry Anderson, Town of Troy, was here to represent Terri Steinmetz. Steinmetz would like to subdivide her 14 acres for her daughter. Williams suggested confirming the depth-width ratio with a surveyor. The property is within the ETZ, Steinmetz was advised to talk with the City of River Falls.
b. Concept Review for Tri-Land Property, County Road JJ and Rifle Range Road, create 4 residential lots: Larry Murphy is present, acting as the agent for this concept. Concept is proposing 4 lots be created; 2 lots off of County Road JJ, each being 7 acres, the County is ok with separate driveways and 2 lots off of Rifle Range Road, each being 2.5 acres. St Croix County allows for 4 lots in 5 years, there is a Attorney General opinion regarding large land parcels that cross roads, but the County does not acknowledge this opinion. Olson confirmed that Rifle Range Road will not be a future sub-collector road. The Plan Commission ok-ed this concept.
c. St Croix County Comprehensive Zoning Ordinance: Parallel efforts: 1. engage in County's process 2. look into Town zoning, opting out of County zoning. The Plan Commission will take the lead and make recommendations to the Town Board.
d. Submittal procedure and requirements: Awsumb will update format and include requirements from the Subdivision Ordinance. New draft will be reviewed in June.
e. Oath for John Pietenpol, Plan Commission Member, 5/1/2018 - 4/30/2021.
VIII. Old Business
a. Status of CBA: Updated documents from the City of River Falls were received and forwarded to the Plan Commission. Pietenpol reviewed, City added a lot, he has concerns with the ordinance language being too vague. City and Town attorneys have communicated. Loberg told Olson there are 2-3 areas that need more work. Bloch stated the City is reluctant to re-draft its ordinances. The way it is written, the CBA would supercede City ordinances, would like Attorney to confirm. CBA Negoitating Team will meet with the City of River Falls the end of May. Olson will contact Loberg to get a date he can conference in to a meeting with the CBA Negotiating Team, before the City meeting the end of May.
IX. Comments and suggestions from citizens regarding agenda items: Christina Moutray, Evergreen Drive, asked how big the lots were from the Tri-Land Property Concept.
X. Chair Announcements: Next Plan Commission Meeting, Wednesday, June 20, 2018 7:00pm.
