Plan Commission Meeting Minutes

June 20, 2018

                                                                       

       I.          Meeting called to order by John Pietenpol at 7:00 pm. 

     II.          Roll Call: Jerry Olson, Jeanne Williams, John Pietenpol, Greg Zwald (7:04), Axel Bogdan, Candace Bettendorf and Nicky Thompson

    III.          Pledge of Allegiance

    IV.          Statement of Public Notice: Put on file for public record.

     V.          Approve Minutes:Motion to approve Minutes from the Special Meeting on 5/16/18, JW/AB, all in favor.  Motion to approve Minutes from 5/16/18, AB/JW, all in favor.

    VI.          Comments and suggestions from Citizens regarding the Town of Kinnickinnic:  Candace Bettendorf inquired about Wild Parsnip treatment as it is in bloom.  Olson replied that some roads have been sprayed and next week other roads will be spot sprayed.

  VII.          NEW BUSINESS

a.      Certified Survey Map located in the NE 1/4 of the NE 1/4 of Section 15, T28N, R18W, for Gerald Emholtz, prepared by Joseph Granberg:  Joe Granberg is present to answer questions. This is the same CSM presented in August 2017, with the exception of the west side of Outlot 1 is shorter by 20 feet and the current CSM includes the driveway agreement that was requested. Motion to recommend to the Town Board, JO/JW, all in favor.

VIII.          OLD BUSINESS

a.      Status of CBA: Pietenpol, received a red-line and clean version of the CBA from the City this morning, forwarded on to the Plan Commission, after briefly looking at it, it appears the City added all recommendations from the Town, Olson and Bloch agree.  Driveway access is still a concern, Pietenpol is requesting it be addressed and attached as an amendment before the Public Hearings.  The City the CBA will forward to the Department of Administration for review.  After some discussion, Plan Commission members were asked to read through the CBA, bring comments and concerns to the July Plan Commission Meeting where hopefully the Plan Commission can recommend the CBA to the Town Board as the best agreement that could be negotiated.  The Town Board will be sent a copy of the "clean" CBA to review and discuss at the August Town Board Meeting.  Pietenpol will send an email to Buddy Lucero summarizing last concerns and Town plans moving forward.

b.      St Croix County Comprehensive Zoning Ordinance:  Olson reiterated Bogdan's comment at the Town Board meeting that the Town needs to stay involved.  Zwald suggested the Town re-examine Town Zoning.  Bogdan stated a couple years ago the main issues with Town Zoning included 1.manpower 2. knowledge 3. money.  Zwald suggested talking to the Town of Troy to get pros and cons of Town Zoning.  After a discussion a motion was made to recommend to the Town Board, at the July 5th meeting, to put together a subcommittee to investigate having our own zoning administration, members could be from the Plan Commission or the Town Board or a combination, however the Board feels necessary, JO/GZ, all in favor.  A second motion was made to recommend to the Town Board to put a committee together to better understand the current zoning proposal from the County, meet with the County to understand the proposal and then review potential impacts to Town ordinances, members could be from the Plan Commission or the Town Board or a combination, however the Board feels necessary, JO/GZ, all in favor.

    IX.          Submittal procedure and requirements: Awsumb is absent, item will be tabled until July Meeting.

      X.          Comments and suggestions from citizens regarding agenda items:  Alex Williams, a Public Hearing is a Class 3 Notice, must be published/posted 3 weeks prior once each week).  DOA will review 60 days after Public Hearing is posted. 

Zwald commented on an email sent out to the Plan Commission regarding a meeting for Anaerobic Digester Biorefinery Systems.

    XI.          Chair Announcements: Next Plan Commission Meeting, Wednesday, July 18, 2018 7:00pm.
