Plan Commission Meeting Minutes
July 18, 2018
I. Meeting called to order by Gordon Awsumb at 7:00 pm.
II. Roll Call: Jerry Olson, Jeanne Williams, John Pietenpol, Greg Zwald, Gordon Awsumb, Axel Bogdan, Candace Bettendorf (7:04pm) and Nicky Thompson

V. Approve Minutes: Motion to approve Minutes from 6/20/18, GZ/JW, all in favor, GA abstains.
VI. Comments and suggestions from Citizens regarding the Town of Kinnickinnic: None
I. NEW BUSINESS
a. Sue Williams, change zoning to Ag-2: Williams would like to use their barn as a wedding venue. The question of whether a liquor license would be required, Olson said no and Zwald confirmed by adding as long as they are not selling alcohol, it can be provided. Williams was advised to double check the Town's Alcohol Beverages Ordinance. Williams has had the Fire Department inspect the barn, exit light required. Recommended that Williams check with County of parking lot requirements. A motion was made recommending to the Town Board to support Williams' zoning change, JO/GZ, all in favor.
II. OLD BUSINESS
a. Status of CBA: At the June Plan Commission Meeting members were asked to review the CBA and bring concerns/questions/comments to the July meeting. The CBA has been forwarded to the Town Board for review in August. Buddy Lucero, with the City of River Falls, has forwarded the CBA to the Department of Administration. Past concerns of the DOA have been resolved. Bogdan had a concern with Section 1.3.1, "ends when all land is attached." Attorney Loberg has reviewed that section and is satisfied with the verbiage. A second concern was Rifle Range Road as a boundary, the parcels on Rifle Range Road will be defined as City or Town. Pietenpol had a list of comments, a copy is with these minutes. If the CBA is approved, a list of action items will need to be identified. It was recommended that the Town Board recommend to the Road Committee to review Section 8, regarding Roads. If approved, the Clerk will have to invoice the City of River Falls for 5 years, by January 1st each year, for taxes associated with parcels that went to the City, per the agreement. Motion to forward the CBA, as the best plan we could put together with the City of River Falls, to the Town Board to review and move forward with the process, JP/JO, all in favor. Awsumb thanks the CBA Negotiating Team. Olson invited all the Plan Commission to the August 7th Town Board Meeting.
b. St Croix County Comprehensive Zoning Ordinance: Two items were recommended to the Town Board at the June Plan Commission Meeting; investigate the County's new zoning proposal and reviewing the option of Town Zoning. Alex Williams and Awsumb agreed to meet with John Hilgers at the County. The Clerk will look for Town Board and Plan Commission Meeting Minutes where Town Zoning was discussed in the past.
a. Submittal procedure and requirements: Awsumb updated the templates. Plan Commission was asked to review. Item will be on the August agenda.

VIII. Chair Announcements: Next Plan Commission Meeting, Wednesday, August 15, 2018 7:00pm. Awsumb will not be at the August 15th Plan Commission Meeting.
