Town Board Meeting Minutes
January 2, 2018
I. Meeting called to order by Chair Jerry Olson at 7:00 pm.
II. Roll Call: Dave Nelson, Tom Andersen, Mae Wolfe, Jerry Olson, Axel Bogdan, Treasurer Brenda LaValley and Clerk Nicky Thompson.
III. Pledge of Allegiance.
IV. Statement of Public Notice was given and put on file for public record.
V. Clerk's Report: Furnace not working.
VI. Approve Minutes: Motion to approve the Town Board Minutes from December 5, 2017 as written AB/TA, all in favor.
VII. Treasurer's Report:
VIII. Public Comments: Olson stated that the incident involving Mr Nelson was not Town business and had nothing to do with the Town of Kinnickinnic and its Board. Nelson agreed he was not on Town business at the time of the incident. Nelson also stated that he does not plan to resign his position of Town Supervisor. Nelson commented on the plowing by the County so far this season. Olson responded that there have been resident concerns and he has contacted the County to address those concerns.
IX. New Business
a. St Croix County Unit of WTA dues: Motion to approve to pay $50 to the St Croix County Unit of WTA, AB/TA, all in favor.
b. 2018 Town Advocacy Council of the Wisconsin Towns Association (Formerly Urban Towns Committee.) dues: Motion was made to not pay these dues at this time, TA/AB, all in favor.
c. Emergency Management Plan update: Andersen recommended that the Board members review the last agreement with the County from 2014 that was included in the Packet for this meeting. Andersen suggested this document be updated each May, after elections. New contact for County is included in document.
d. The Current: Andersen submitted an article on Town Government for Board approval. Bogdan noted one correction, issues to issued in Burning Permit section. Motion to approve the article as written with one correction, AB/DN, all in favor.
e. Ordinance Review: Andersen has been reviewing ordinances, feels Master List is almost complete. Andersen asked the Board to review the Ordinances and focus on three, 1969, 1973 and 1974. Before deleting ordinances need to be sure it does not reference another ordinance. In the future the Board will need to address creation, amendments, repeals and titles of Ordinances.
f. Building Maintenance: Furnace need repairs/replacement. Under $5000 does not require bids. Motion to allow up to $4000 for Countryside Plumbing and Heating to replace the furnace with current proposal, DN/AB, all in favor.
g. Audit the books for 2017: Moved to February due to cold temperature in the Hall.
X. OLD BUSINESS
a. Update of Plan Commission: Concept Review for property on Skyline Drive.
i. CBA Review: 2-3 people from CBA Negotiating Team meet with Loberg and make sure each section does what it was set to accomplish. $2500 has been authorized for the meeting. Motion to give CBA Negotiating Team enough time with Attorney Loberg to review draft and confirm it accomplishes what it was set to accomplish, AB/TA, all in favor.
b. Update of the Road Committee: Resident attended meeting, concerned with jake braking near intersection of Chapman Drive and County Road SS. Olson offered to talk to people and ask for consideration, Board was ok with that.
i. Liberty Road: received final bill today. Total cost from Total Excavating was 10% less that their bid.
XI. Pay Bills: Motion to pay bills with the addition of check # 12278 for $1200 for Countryside Plumbing and Heating for the new furnace MW/TA, all in favor.
XII. Chair Announcements: Next Town Board Meeting is Tuesday, February 6th at 7:00pm.
XIII. Motion to adjourn 8:00pm MW/TA, all in favor.
