Plan Commission Meeting Minutes

August 15, 2018

                                                                       

       I.          Meeting called to order by John Pietenpol at 7:00 pm. 

     II.          Roll Call: Jerry Olson, Jeanne Williams, John Pietenpol, Axel Bogdan, Candace Bettendorf and Nicky Thompson

    III.          Pledge of Allegiance

    IV.          Statement of Public Notice: Put on file for public record.

     V.          Approve Minutes:Motion to approve Minutes from 7/18/18 as written, JO/JW, all in favor.

    VI.          Comments and suggestions from Citizens regarding the Town of Kinnickinnic:  Candace Bettendorf, the Ice Cream Social at the The Kinnickinnic Church on August 5th was well attended.  In September The Kinnickinnic Church will celebrate 150 years, watch for activities September 15th and 16th.

  VII.          NEW BUSINESS

a.      Certified Survey Map for Rose Yunker Trust c/o Lynn Sommers, 1197 Rifle Range Road, create 1 new lot: Larry Murphy, surveyor is present to answer questions.  Good sight lines for the driveway.  Land has not been divided in 15-20 years.  Motion to recommend the CSM to the Town Board to approve, JO/AB, all in favor.

b.      Certified Survey Map for Tri-Land LLC, County Road JJ and Rifle Range Road, create 4 new lots:  Larry Murphy, surveyor is present to answer questions.  County Road JJ Lots 3 & 4, no new concerns since the concept review in May 2018.  Motion to recommend the CSM to the Town Board to approve, JO/AB, all in favor.  Rifle Range Road Lots 4 & 5, no concerns.  Motion to recommend the CSM to the Town Board to approve, JO/AB, all in favor.

c.      Certified Survey Map for Paul and Leann Hanson, 26 Saddle Club Road, create 1 new lot:  Larry Murphy, surveyor is present to answer questions.  Hanson acquired the farm, about 80 acres.  Current field road offers gradual slope to build at the top.  If a house will be build, a permit will be required to change driveway to residential.  Property is outside the ETZ. Motion to recommend the CSM to the Town Board to approve, JO/AB, all in favor.

VIII.          OLD BUSINESS

a.      Status of CBA:  Pietenpol asked about the status of the recommendation to have the Road Committee review Section 8 - Roads.  Clerk will add to the RC August 22nd agenda and send clean copy to the Road Committee members to review.  Olson reported that in a 3 to 2 vote the Town Board approved moving forward with the process.  A second motion was made at the Town Board meeting, passing 3 votes to 2, to have the Plan Commission give their opinion and make a recommendation whether or not the Town Board should approve the CBA.  The Plan Commission was asked to think about this, it will be on the September agenda.  The City of River Falls was notified that the Town will be moving forward with the process.  A Joint Public Hearing could be expected in November or December.  Pietenpol asked if now was the time to put the CBA draft from June 19, 2018 on the Town website for residents to review, the answer yes. 

b.      St Croix County Comprehensive Zoning Ordinance: Awsumb and Alex Williams met with John Hilgers from St Croix County for about an hour in July.  Hilgers updated them on the process thus far.  The County is in the process of drafting the new zoning and will be asking for the Towns' input.  Towns will have the opportunity to make recommendations on what zoning they prefer where in their respective Town.

c.      Submittal procedure and requirements: This item has been tabled until Awsumb's return at the September meeting.

    IX.          Comments and suggestions from citizens regarding agenda items:  None

      X.          Chair Announcements: Next Plan Commission Meeting, Wednesday, September 19, 2018 7:00pm.

    XI.          Adjourn: Motion to adjourn at 7:50pm,  CB/AB, all in favor.
