Town Board Meeting Minutes

May 2, 2017

 

       I.          Meeting called to order by Chair Jerry Olson at 7:00 pm.

     II.          Roll Call: Dave Nelson, Tom Andersen, Mae Wolfe, Jerry Olson, Axel Bogdan, Treasurer Brenda LaValley and Clerk Nicky Thompson.

    III.          Pledge of Allegiance.

    IV.          Statement of Public Notice was given and put on file for public record.

      V.          CLERK'S REPORT

a.      Website - old, out dated material, take off website?

b.      Meeting Minutes to Website - RC and CBA.  Can request from Clerk.

c.       Conference May 4-5th.

d.      Subbing office days in May, will have calendar at the front door.

e.      Checks almost gone - ordered by Brenda.

    VI.          APPROVE MINUTES: Motion to  approve Minutes from the April 11, 2017 Town Board Meeting as amended TA/MW, all in favor.

   VII.          TREASURER'S REPORT: Put on file for public record.

  VIII.          PUBLIC COMMENTS: None

     IX.          NEW BUSINESS

a.      Roadside spraying, Lee Chambeau 4-Control: Olson stated before comments and presentation that he was recommending that the Town Board rescind the motion to spray the ditches that was passed at the April 11, 2017 meeting.  There was much discussion about ditch spraying, mapping invasive species, mowing and private mowing.  Lee Chambeau gave a presentation of how spraying has helped with noxious weed control. Motion to rescind motion from April 11, 2017 to do ditch spraying MW/TA, all in favor.

b.      Open Book, Tuesday, May 16 5:00-7:00pm Board of Review, Tuesday May 18th 5:00-7:00pm.  Olson, Andersen, Wolfe and Ron Meyer, Assessor will be present at the BOR. 

c.      Town expectations of St Croix County Sheriff:  Olson listed 4 areas as examples where the Town needs sheriff assistance: 1.criminal law enforcement 2. road traffic enforcement 3. road weight enforcement 4.  trash enforcement.  Olson offered to talk to the Sheriff's Department to discuss expectations and possibly invite the a Town Board Meeting.

d.      Ordinance/Resolution review process:  Andersen stated that ordinances on the website are hard to find.  He suggested the Board review ordinances at meeting to check for validity.  Andersen will rename the ordinance PDFs and Board will re-visit issue in June.

e.      Town government communications with residents: The Current, factual, no op ed not political.  Andersen had been contacted by Sydney Wachler, she will sit on the Editorial Board for The Current.  Three articles were presented to be published online,  "For the Birds" by Tom Andersen, "Road Musings" by Nick Jilek, for May posting and "A River to Live By" by Tom Andersen for June posting.  A motion to approve all three articles as written AB/DN, all in favor.

f.       Micro Loan Program: A motion was made to not form a group to review micro loan applications and defer future micro loan applications to the existing County Economic Development Loan Fund Review Committee for review TA/AB, all in favor.

g.      River Ramblers 4H group Town Hall yard/fence line clean up and agreement: Andrea Nthole was present to represent the River Ramblers 4H group.  The group helps maintain flower beds at the Town Cemetery.  Town Board asked if they group would be willing to clean up garbage and recycling along the fence near the recycling center, Nthole said she would discuss with the group. 

h.      Building Maintenance

                                                    i.     Duct cleaning: A motion to hire HEPA out of River Falls to clean the Town Hall ducts for $200 DN/AB, all in favor.

 

      X.          OLD BUSINESS

a.      Update of Plan Commission

                                                     i.     CBA: Letter was sent from PC to City of RF supporting George Williams request to remove 14 residents from URA.  An email was sent to the City of River Falls from the PC requesting the new 1/40 acre division be replaced with the original 1/35.

b.      Update of the Road Committee

                                                     i.     Liberty Road: Advertising for bids in May 4th and May 11 River Falls Journal.  Town Board needs to select a bank, what is the process.  Ask Dave Simons for input on past projects and refer the WTA attorney for assistance in bank selection process.

                                                   ii.     Maintenance Issues - Road Review for April cancelled, re-scheduled for May 3rd.

    XI.          Pay Bills:  A motion to pay bills, with amounts for Exede and Wert added and Thompson to bill dog owner for pick up 4/3/17 check #12069  DN/AB, all in favor. 

  XII.          Chair Announcements: None

 XIII.          Adjourn 9:40pm MW/AB, all in favor.
