Town Board Meeting Minutes
January 3, 2017
I. Meeting called to order by Chair Jerry Olson at 7:00 pm.
II. Roll Call: Dave Nelson, Tom Andersen, Mae Wolfe, Jerry Olson, Treasurer Brenda LaValley and Clerk Nicky Thompson.
III. Pledge of Allegiance.
IV. Statement of Public Notice was given and put on file for public record.
V. Clerk's report was given and put on file for public record.
a. Good Intent Fire Call #529 given to Wolfe to bring to February Rural Fire meeting.
b. 4H will continue to use hall for monthly meetings.
c. Empty file cabinets. A motion was made for the clerk to dispose of the old file cabinets MW/TA, all in favor.
d. April Town Board Meeting will be April 11, 2017 at 7:00pm
e. Spring Election is April 4, 2017 7:00am-8:00pm. 3 incumbents, Jerry Olson Chair, Axel Bogdan Supervisor 1 and Dave Nelson Supervisor 2, are running unopposed.
f. Annual Meeting is April 18, 2017 at 7:00pm, Open House 6-7:00pm.
VI. Minutes from the December 6, 2016 Town Board Meeting were approved as amended, TA/DN, all in favor.
VII. Treasurer's report was given and put on file for public record.
VIII. Public Comments: Dave Nelson: when will trees be trimmed on Liberty Road as discussed at the Fall Road Review. Olson stated JCE does as fill in work, can call and make is urgent. Nelson also mentioned residents are requesting "The Current" be published again.
IX. NEW BUSINESS
a. Evergreen, buildings, tax roll: Nelson spoke to the Assessor, taxes were paid in 2015, not in 2016, buildings will be back on the tax roll 1/1/2017 and back taxes owed for 2016. If the property owners disagree they can go before the Board of Review.
b. Audit the books for 2016.
X. OLD BUSINESS
a. Town Hall Security: Wolfe has ordered and received the camera. It will be set up at the Town Hall after Exede has been installed for internet. Exede has been ordered, can install on pole or roof, will ask installer for best option. Ordered through St Croix Electric, will request 2 invoices, one for electric and one for Exede.
b. Update of Plan Commission.
i. CBA: Alex Williams is a Town of Kinnickinnic resident, will be a member of the CBS Negotiating Team, rather than extra official, as he was previously only a land owner. Plan Commission heard suggested changes to the CBA to be presented to the City of River Falls. The Plan Commission approved the suggested changes to be sent to the City.
c. Update of the Road Committee.
i. Halo/Ponderosa Project paid for, 70% by state and 30% by Kinnickinnic.
ii. Liberty Road: Professional negotiators will be used, all has been fine, but a big project, better to be handled by professionals.
XI. Pay Bills: Cemetery check will be held until Clerk receives report and Town Board can review in February. Rural Fire Association check being held until Clerk receives clarification. Motion was made to pay the bills, DN/TA all in favor.
XII. Chair Announcements: Nelson, bleachers and picnic tables moved.
XIII. Adjourn MW/TA all in favor.
