Annual Meeting

April 18, 2017

7:00pm

       I.          Meeting called to order by Chair Jerry Olson at 7:00 pm.

     II.          Twenty-one residents and one minor were in attendance.  All Town Board members were there, Olson, Bogdan, Nelson, Wolfe, Andersen, Thompson and LaValley.  Also in attendance were Mary and Craig Murphy, Charlie Schlatter, Glenn and Donna Badje, Bill Gnatzig, Dorothy Nelson, Gail Andersen, Nick and Sally Jilek, Kathy Hunter, David Wittig, Christina Moutray and Greg Zwald.

    III.           Pledge of Allegiance.

    IV.          Approve minutes from the April 19, 2016 Annual Meeting.  Motion to approve minutes from 4/19/2016 Brenda LaValley/Tom Andersen all in favor. 

     V.          Introduce Elected Officials, Jerry Olson Town Chair, Axel Bogdan Supervisor #1, Dave Nelson Supervisor #2.  Oaths, by law, were done with the clerk 4/6/2017. Oaths and Certificate of Election on file for public record.

    VI.          Annual report was available for review.  Olson stated the Town has been conserving funds for several years in planning for the Liberty Road Project.  Town has about half the money, a grant from the state will cover roughly the other half.  Questions were asked regarding Dog Refunds, Disaster money, Parks, 2% Fire Dues, Cemetery.  Mary Murphy told of a Memorial Service held annually on Memorial Day at the Kinnickinnic Cemetery at 7:00am and encouraged people to attend.

  VII.          Newspaper posting.  Motion to approve using the River Falls Journal to post notices, but not primary site, David Wittig/Bill Gnatzig, all in favor.   Gnatzig commented that with elimination of Phil Pfuehler's position, Sara Young, Western WI Editor, is our contact.

VIII.          Banks.  Motion to approve continuing to use Royal Credit Union and First National Bank, Tom Andersen/David Wittig, all is favor.

    IX.          Annual Meeting.  Motion to approve the next Annual Meeting to be held April 17, 2018 7:00pm with Open House 6-7:00pm, Brenda LaValley/Axel Bogdan, all in favor.

      X.          Internet. Glenn Badje talked about improving internet connections.  He offered to pursue options, Board is open to hear results of research. Gnatzig suggested the Board form a committee to monitor internet options/solutions.

    XI.          Liberty Road.  Agreement signed with the Peskars.  SEH is moving forward with final design, Board is learning about funding/borrowing options and processes.  Project expected to completed in 2017.

  XII.          CBA.  City of River Falls is "cleaning" latest draft.  Attorney will review, public hearings held, approval of Dept of Admin. all still needed.

 XIII.          The Current.  Andersen and Nelson recommend bring a version of "The Current" back into publication.  Guidelines for submissions can be found on the website, under Current News.  Tom Andersen was nominated to be Editor of The Current, David Wittig/Christina Moutray, all in favor.

 XIV.          Missing sign.   Spring Road review will watch for missing , broken signs, road issues, etc. 

  XV.          Ditch spraying.  Olson stated the Road Committee recommended and Town Board approved spraying of all the town road ditches this spring.  Spraying contains a herbicide, DNR approved, to kill wild parsnip and other invasive species.  Spray also has a growth inhibitor to slow growth of grass.  Moutray requested name of company be put on Town website.

 XVI.          A motion was made to adjourn the meeting at 8:30pm, Mae Wolfe/Axel Bogdan, all in favor.
