Town Board Meeting Minutes
April 11, 2017
I. Meeting called to order by Chair Jerry Olson at 7:00 pm.
II. Roll Call: Dave Nelson, Tom Andersen, Mae Wolfe, Jerry Olson, Axel Bogdan, Treasurer Brenda LaValley and Clerk Nicky Thompson.
III. Pledge of Allegiance.
IV. Statement of Public Notice was given and put on file for public record.
V. Clerk's Report: Put on file for public record.
a. WMCA Northern WI Clerk Training, May 4-5th: Motion to approve Clerk to attend TA/AB, all in favor.
b. WMCA Annual Conference, August 22-25th: Motion to approve the clerk to attend WMCA Annual Meeting in August AB/TA, all in favor.
c. County plowing parking lot and should not be. Contracted with Schneider Lawn Care.
d. Furniture purchases complete
e. Census - Mary Murphy has offered to work on, with compensation
f. River Falls Journal Subscription, 3 years $125 - do not renew
g. Glenn Badje, internet study - Board will listen to findings
VI. APPROVE MINUTES: Motion to approve Minutes from the March 7, 2017 Town Board meeting as written TA/DN, all in favor. Motion to approve Minutes from the march 22, 2017 Special Board Meeting with the addition of the sentence to exclude overhead lines MW/TA, all in favor, DN abstain.
VII. TREASURER'S REPORT: Put on file for public record.
VIII. PUBLIC COMMENTS: Dave Nelson 396 Cty Rd SS, received 9 calls over the weekend 4/7-4/9 regarding non-resident hauling on posted roads. Sheriff seeking legal council to determine if charges will be pressed. Tom Andersen 1450 Evergreen Road would like the recommend the Town Board review existing ordinances and resolutions. Nelson County Zoning and property on Hwy 65, attorneys are stalled. If see anything get photos and contact the County.
IX. NEW BUSINESS
a. Open Book and Board of Review dates and times: Open Book May 16, 2017 5-7:00pm. Board of Review May 18, 2017 5-7:00pm, Wolfe, Olson and Andersen attending. Wolfe is certified. Clerk to post.
b. Town Chair authority: Nelson talked to legal at the WTA, suggested having guidelines on paper. Motion to approve Town Chair the authority to spend up to $5000 on emergencies DN/AB, all in favor. Motion to give Town Chair authority to purchase materials and supplies, permanent personal property and services, the anticipated cost of which is less than $500, to be reviews by the Town Board at the next meeting MW/AB, all in favor.
c. Town government communications with residents: Andersen shared an action plan which included: Board appointing an "Editor", creating an Editorial Board, guidelines for submissions, changing name to Current News. Andersen will discuss Current News at the Annual Meeting.
d. Town Hall yard/fence line clean up: Nelson suggests asking 4H group to assist. Will invite to May meeting.
e. Rural Mutual Insurance, 8:00pm, review with Tom Jenkins: Last claim was 3/2014, more discounts available next year with no new claims. Add bank to insurance when the Liberty Road Project begins.
f. Building Maintenance
i. Duct cleaning: Smell in building. Call Countryside, confirm no gas leaks. Get quotes for duct cleaning. In meantime, Clerk to flush water down drains.
X. OLD BUSINESS
a. Bremer Bank re: bonding process: Been 16 years since the Town borrowed money. Matt Diethert and Scott Wagner from the New Richmond office went over process, with no obligation of the Town.
b. Annual Meeting: Board bring snacks, arrive at 5:30pm. Clerk to print 2016 Meeting Minutes and Annual Report.
c. Update of Plan Commission
i. CBA: City of River Falls not willing to change the northern border. City is working on cleaning up wording in the CBA. Town would like attorney to review.
d. Update of the Road Committee
i. Liberty Road: SEH is working on the design. Peskars got notice from the USDA they owe on the CRP, Town will reimburse as agreed upon in the contract.
ii. Spraying ditches: Recommendation by the Road Committee to spray 42 miles of Town roads, both sides in the spring with a broad spectrum herbicide, to kill wild parsnips and other invasive species and a growth inhibitor to slow growth of grass, etc, for a cost of $6500-7500. Spray is EPA and DNR approved. Motion to approve spraying in 42 miles of road ditches this spring for $6500-7500 DN/TA, all in favor.
iii. No ditch mowing: Contact County and ask to suspend ditch mowing.
XI. Pay Bills: Motion to pay bills with #12043 and #12046 VOIDED. MW/AB, all in favor.
XII. Chair Announcements: WTA Meeting April 27, 2017 doors open 6:00pm.
XIII. Adjourn 9:30pm MW/AB, all in favor.
